A Level 1 interconnection request will be used for ≤ 20 KVA (or kW) AC. The hyperlinks below can be utilized for standard residential Distributed Generation connection requests. Below is a checklist of steps to help guide members with their DG project.
Submit the following to der@jocarroll.com.


Level 1 Application {systems ≤ 20 kVA (or kW) AC} 

  • Must be submitted as a single .pdf file ≤5 MB in size and pages in the order listed below.
  • File shall be named (file name to be used in subject of all relating emails) in the following manner: (all information is available on Member’s bill)
    • Location # – Last Name of Member – Account #
      • File Name Example: 11151969 – Jones – 32452-001

     

  • Ensure that AC Disconnect is labeled as ‘PV AC Disconnect’ on all documents, drawings, and placarding.
  • JCE Co-op conforms to ANSI C84.1-2020 Range A
    • Range A allows for a +/- 5% change from the standard voltage of the service.
    • If the members voltage does not conform to this standard, then their application will not be considered until the voltage conforms to the standard.
    • If the members request for solar is approved, but their solar causes the members voltage to rise in such a manner that it no longer conforms to the standard, then remediation will need to be performed.
    • The Cooperative will determine the necessary remediation on a case-by-case basis. If the issue is not resolved within a reasonable amount of time, the solar will be disconnected until the proper remediation has been made.


Member Signed Level 1 Application serves as Level 1 Interconnection Contract (use the most recent version supplied below) include all the following in the order listed:

  • Include the first three pages of Level 1 Application in submission. 
  • Pictures of: 
    • Meter(s) showing meter face (meter number should be clear)
    • Meter pedestal and its location
  • Site plan/drawing showing proposed location of DG system/DG Disconnect (properly placarded)
  • Fundamental 1-Line Diagram showing interconnection and all the following information at a minimum:
    • Transformer size feeding the meter.
    • Meter form, voltage, class, phase, and method of interconnection.
      • If the meter has CTs and/or PTs denote that next to the meter.
      • If interconnecting by line tapping between the meter and the main service panel (supply-side connection) denote the type of connectors being used to do so.
      • If Interconnecting through the main service panel (load-side connection), denote the size of the breaker that is being connected to.
      • Any generators.
      • Any transfer switches; automatic or manual.
      • Denote the size of the PV disconnects and overcurrent protective devices.
      • The type of inverter and panels that are being used.
  • Placarding
  • Appropriate Warning Labels
  • Include specs of DG system (inverter, solar panels, etc.) 
    • The inverter must be in conformance with IEEE 1547.1 and UL 1741 SB.
    • Include a file copy of the inverter settings before witness testing is completed. This will include any required lagging power factor settings.
  • Homeowner/Property Owner Insurance Disclosure
  • Application Fee Payment (a separate .pdf file if submitting as a Payment Authorization): 
    • File shall be named in the following manner:  
      • Location # – Last Name of Member – Account # – ACH
      • File Name Example: 11151969 – Jones – 32452-001 – ACH
         

Once DG System Installation is Completed by Installer: 

  • Installing contractor/member submits a single pdf file ≤ 500 kB that includes (in order) the following for scheduling of a technician to complete witness testing, permission to operate, and a signed Certificate of Completion: (system should be shut off at the disconnect for testing by technician)
  • File shall be named in the following manner:  
    • Location # – Last Name of Member – Account # – ACH
    • File Name Example: 11151969 – Jones – 32452-001 – ACH 
      • Certificate of Completion signed and dated by member when system is installed.
      • Certificate of Inspection or Wiring Statement Card submitted by electrician
      • Documentation showing that the required inverter settings have been set.
        • Initial requirement provided within interconnection approval email 
          • -98% Lagging Power Factor to mitigate voltage rises.
        • Additional changes in inverter settings may be required. 
  • JCE Technician completes witness testing, installs bi-directional meter, leaves DG system in operating mode, signs CofC Documentation, and forwards to Engineering for final review.
  • The certificate of Completion will be returned signed by both parties as a result of successful witness test/commissioning (per JCE testing criteria).
    • Successfully tested interconnections will be left in operating mode at completion of testing.
    • Systems failing interconnection testing will be left in the off position and communicated back to the installation contractor for remediation.
  • JCE DG First Bill Letter to Member emailed to:
    • Member
    • Installing Contractor
       

NOTES: 

  • Please confirm your proposed installation meets all applicable (JCE, code, zoning, etc.) requirements prior to submission of signed Interconnection Application/Certificate of Completion for approval/installation/operation.
  • Member equipment must be installed in accordance with all applicable electrical codes. In some areas, state and municipal electrical inspections are required prior to service connection. The Cooperative reserves the right not to connect the service if it believes there is non-compliance with the NEC, state and local requirements, or the requirements set forth in this Manual. The State of Illinois allows local jurisdiction to adopt NEC codes. Jo-Carroll Energy defaults to the most current version of NEC unless local jurisdiction requires otherwise.   • Additional trip fees will be assessed, and payment will be required prior to the additional witness testing(s) if the system fails first witness testing by technician and requires an additional trip to complete a successful witness test.
